Assemblywoman Blanca E. Rubio Secures $3 Million for a State-of-the-Art Emergency Department and Intensive Care Unit (ICU) in West Covina

West Covina, Calif. — Assemblywoman Blanca E. Rubio (D-Baldwin Park) unveiled $3 million to the Emanate Health Foundation for their new emergency department and ICU at Queen of the Valley Hospital in West Covina. State Senator Susan Rubio, Mayor Rosario Diaz, and West Covina Councilmember Ollie Cantos joined her. Assemblywoman Rubio secured this funding through the 2023 California State Budget.
These state dollars will support construction for a 60,000-square-foot project, which will allow Emanate Health to provide a higher level of care for patients in the San Gabriel Valley. Prior to the pandemic, the facility served more than 80,000 patients in a space originally built to treat 35,000 a year. The Queen of the Valley Emergency Department and Intensive Care Unit will be complete in spring 2024 and expect to serve 120,000 people a year.
“For years, this funding opportunity has been a top priority of mine. This budget request was put in jeopardy due to a global pandemic and our state’s fiscal deficit,” said Assemblywoman Blanca E. Rubio. “However, with perseverance and an outstanding partnership with Emanate Health, we successfully secured state dollars for this project. $3 million is a large investment to help improve our local healthcare infrastructure and ensure medical professionals provide quality care to our patients in the 48th Assembly District.”

In 2023, Assemblywoman Blanca E. Rubio secured $3.5 million for the San Gabriel Valley though the State Budget. These budget appropriations will build state-of-the-art hospital infrastructure in the City of West Covina, provide public safety enhancements in the City of Covina, and supplement a Groundwater Reliability Project for the Three Valleys Municipal Water District. Each of these projects will improve the quality of life for residents in the region.
The 48th Assembly District is comprised of the cities of West Covina, Baldwin Park, Glendora, Covina, Azusa, West Puente Valley, Valinda, Duarte, South San Jose Hills, Vincent, Citrus, Charter Oak, South Monrovia Island, Mayflower Village, Irwindale, and Monrovia.
